The outdoor industry is a key driver of the U.S. economy, generating $1.2 trillion in consumer spending and supporting over 5 million American jobs. In 2023, a record 175.8 million Americans participated in outdoor recreation. But many of the essential products that enable these experiences – from footwear and backpacks to safety equipment and technical apparel – are now at risk of becoming prohibitively expensive, or even disappearing, due to tariffs.
These newly announced tariffs will raise costs across the supply chain, disproportionately impacting small and mid-sized outdoor companies, stifling innovation, and reducing consumer access to affordable outdoor gear. Many of these businesses rely on global supply chains for technical components and materials that are simply not available domestically. When tariffs suddenly inflate costs by 25%, 50%, or even more, these companies are forced to make impossible decisions: pass those costs to consumers (often unsuccessfully), pull out of the U.S. market, or shut down altogether.
Our industry has already seen how unilateral tariff decisions can undermine American competitiveness and jobs. The Trade Review Act of 2025 would ensure that any future trade actions – including new tariffs – undergo a transparent, data-driven review process with proper Congressional oversight. The bill would:
Require the president to notify Congress and provide economic impact analysis before implementing new tariffs;
Ensure that tariffs cannot remain in effect longer than 60 days without Congressional approval;
Restore Congress’s constitutional role in regulating foreign commerce under Article I, Section 8.
